People should NOT download the calendar, because it will mark all day every day either house is in session as "busy" making it impossible for people to see when you can schedule appointments.
I *think* the issue is that you important the iCal file into your current calendar, which is why all the days appear busy. Had they been imported into a new calendar, you sh/would not have had that issue. (When you go to import the iCal file, you have the option of opening the "calendar" as a new calendar or importing the items into your current calendar.)

That is not the experience I had. It is a separate shared calendar for me on Gmail.
Are you using iCal? You may wish for this to be a separate calendar.
